We have plans and studies to assist in the growth and development of the city. Our plans and studies are listed below:
Zoning bylaw
The Zoning Bylaw regulates the land uses allowed in each zone, as well as requirements for building location, size and height, and parking and landscaping.
Official community plan
The Official Community Plan is the framework that outlines the goals and objectives for the growth and development of the city.
West hill master plan
The West Hill Master Plan (WHMP) guides development within the southwest area of the city for key issues such as site services, development phases and density.
Central avenue streetscape development master plan
The City of Prince Albert engaged the community on a reimaging of Prince Albert's downtown in 2018 through a streetscape design project. Knowing that the underground infrastructure is over 112 years old and in need of replacement, City Council approved the development of a Central Avenue Streetscape Development Master Plan as a guiding document for the rebuild.

While this plan will serve as a master plan guiding document, it is meant to be flexible. Once budgets are approved, the plan will be revisited and City Council will determine whether they would like to see any specific changes to the design prior to construction drawings being completed.
Crescent acres neighbourhood plan
The Crescent Acres Neighbourhood Plan guides development for the remainder of the Crescent Acres neighbourhood. This plan provides the City with high level land use and engineering related information required to move forward with the development of this area. The plan is a living document and is expected to evolve over time to ensure it represents the needs of the city.
Additional information regarding the plan is as follows:
- residential lot development is anticipated to begin after the remaining lots in the norther part of Crescent Acres are developed and sold;
- infrastructure development is expected to occur prior to residential development, which may include right-of-way development and installation or upgrade of municipal services; and
- over the next few years, the plan may have changes to future land uses, the expansion of park space, and simplification of the road network (see Section 4).
Development levy study
The Development Levy Study provided a levy for our city based on reviewing costs of development, future growth projections and existing levies in other cities.
Flood plain mapping study
The Flood Plain Mapping Study identifies and assesses flood hazards along approximately 16 km of the North Saskatchewan River and approximately 6.5 km of the Little Red River. The study will assist the City in creating new policies for development in these areas, communicating risks to landowners, and preparing flood resilient mitigations and measures for existing infrastructure and properties.
Population household and employment study
The Population Household and Employment Study is a long term growth forecast divided into three phases: economic and demographic profile, long term population and employment forecast, and review of recent population and housing forecasts for the city.
South highway corridor concept plans and commercial/industrial feasibility study
The Prince Albert South Highway Corridor Concept Plans and Commercial/Industrial Feasibility Study provides a redevelopment scheme for Highway 2 entry corridor, and a concept plan and feasibility study for Highway 3 entry corridor.
Prince albert district planning commission
We are a member of the Prince Albert District Planning Commission (PADPC) along with the Rural Municipality of Prince Albert and the Rural Municipality of Buckland. The PADPC promotes a regional approach to agriculture, commercial and residential development for the three communities as outlined in the Prince Albert Planning District Official Community Plan, RM of Buckland Zoning Bylaw and RM of Prince Albert Zoning Bylaw.
