PURPOSE OF THE PROPOSED CHANGE
1. Building Reserves and Financial Resilience
The 2026 rates target a surplus to strengthen the Utility Reserve and provide the funding needed to initiate major projects.
2. Investing in Infrastructure and Growth
The Wastewater Treatment Plant, built in 1972, is well past its useful life and requires up to $500,000 in urgent repairs annually. The plant is 53 years old with additions in 1999 and 2009 (not upgrades). Phase 1 Upgrade is estimated at $80 million, and we applied for federal funding to cover $36.7 million of that cost.
Penalties for Late Payment
Should a payment not be received within 28 calendar days of the invoice date a penalty of 2.5% of the outstanding balance will apply.
