City Manager:  Sherry Person

I have had the privilege of working for the City of Prince Albert for over 30 years. Throughout this time I have gained profound respect for the many volunteers, business leaders, and community members who have played an integral part in shaping Prince Albert. Presently, growth through investment and cultural diversity are playing a vital role in strengthening our prosperity and, with numerous exciting projects underway and on the horizon, it is a true honour to be entrusted with the responsibility of City Manager.

As a leader in our organization, I am deeply committed to accountability, financial responsibility, workplace safety, and nurturing strong leaders and public servants. It is my priority to ensure we are continually striving to provide services and customer experiences that exceed expectations. Outside of work, I value spending quality time with family, exploring trade and craft shows and connecting with friends and loved ones in our great outdoors and around our many lakes. It is my pleasure to serve Prince Albert and embrace our vibrant Community.

Role and Responsibilities:

The City Manager is appointed by City Council to manage the operations for the City of Prince Albert. The City Manager's mandate is guided by the Strategic Plan which sets out Council's priorities, goals and objectives. Through the Senior Management Team, the broader functions and goals of the organization are delivered to all employees.

The City Manager's Office is responsible for:

  • Providing leadership to the Senior Management Team and all City employees;
  • Overseeing and managing an annual operating budget of $94 million;
  • Implementing policies as directed by City Council;
  • Reviewing all administrative reports to City Council and Executive Committee;
  • Ensuring the Mayor and all members of City Council are informed of the operations and affairs of the City;
  • Working closely with stakeholders and members of our community to promote local investment, growth and opportunity;
  • Corresponding with the Provincial and Federal Government on issues concerning the City of Prince Albert.

City Clerk:  Terri Mercier

With over 25 years of public service with The City, I’ve found fulfillment in a life-long career with the City, working in collaboration with others, for the betterment and future of the community. 

As City Clerk, I lead a team dedicated to transparency, accountability and efficiency in public service.  Guided by integrity and democratic values, I’m committed to civic engagement and legislative compliance.  

Outside of work, I value family time, hiking at Little Red River Park, traveling, and soaking up the sun.  I take pride in providing public service which enhances the lives of all citizens of our unique and beautiful City.

Role and Responsibilities:

The Office of the City Clerk is responsible for the safekeeping of the official records of the City of Prince Albert, including the preparation and distribution of agendas and minutes and the communication of decisions of City Council, In-camera, Boards, Committees and other ad hoc committees as may be required.

The City Clerk:

  • Is the signing officer for the City, ensuring proper approvals are obtained before affixing our corporate seal;
  • Conducts civic and school board elections, acting as the Returning Officer;
  • Acts as the Head pursuant to the Local Authority Freedom of Information and Protection of Privacy Act (LAFOIP);
  • Provides legislative and procedural research and information to Council, City Departments and the public regarding hearings, petitions and provincial statutes relating to municipal government.

City Solicitor:  Mitchell J. Holash, K.C.

Under Saskatchewan legislation, the City Solicitor is, with the City Manager and City Clerk, one of three corporate officers who report directly to City Council in the administration of the City.   In 2017, I accepted City Council’s appointment under contract to serve as Prince Albert’s City Solicitor with the support of my private law firm.  My role as legal counsel representing the City of Prince Albert in significant municipal legal issues through the past four decades, and my volunteer involvement in several major community projects supporting the goals and achievements of our City Council and its Administration, have given me a unique understanding of our community that now greatly assists me in performing my responsibilities as City Solicitor.

My parents moved our family to make Prince Albert our home more than 50 years ago. My wife Sheila and I made our decision to raise our own family here, and we have been inspired to engage actively with the very best of our municipal and community leaders as Prince Albert has developed and matured into Saskatchewan’s most celebrated place for families to thrive. 

I consider myself very privileged to live in Prince Albert, and to serve our residents and our City Council alongside all of the very dedicated municipal employees whose mission it is daily to achieve the best interests of our community.

Role and Responsibilities:

The City Solicitor's Office serves to advocate, advance and protect the interests of the City and its citizens by providing professional legal services and advice to City Council and its City departments, boards, committees and authorities, including:

  • Serving as legal counsel for the City in proceedings before courts and tribunals;
  • Developing and implementing City bylaws, contracts, policies and resolutions;
  • Advancing and enforcing the City's rights and authorities;
  • Assessing and managing legal liability;
  • Interpreting legal statutes.

Mitchell Holash, K.C. is the City Solicitor appointed by Council pursuant to The Cities Act and manages a team of lawyers under a contract model to efficiently deliver municipal legal services to the City.

Director of Parks, Recreations and Culture:  Jody Boulet

I have had the privilege of serving the City of Prince Albert for over 26 years. Throughout this time, I have served in various capacities including Community Development Coordinator, Art Hauser Centre General Manager, Sport & Recreation Manager and the Director of Parks, Recreation & Culture.

As a senior leader within the organization, it continues to be a rewarding experience to work with a dedicated Management Team, Staff, Community Service Clubs, Sponsors and Volunteers. Together, we have developed many great facilities through positive partnerships and community support. The services and programs provided throughout this network of facilities provides for a positive quality of life and generates significant economic benefit through the many visitors that attend the events hosted in our community.

As a proud Prince Albert resident of over 36 years, I enjoy accessing the services offered by our Community Facilities with my family and appreciate many of the experiences that our region has to offer.

Roles and Responsibilities:

The Community Services Department manages parks, recreation and cultural programs and facilities for the City of Prince Albert. The Municipal golf course, cemetery and urban forest are also managed by the department. In conjunction with community organizations, Community Services operates a field house, two arts facilities, three artificial ice arenas, four museums, ten community clubs and the summertime playground program.

Director of Corporate Services:  Kiley Bear

For nearly two decades, I have been proud to serve the City and its residents. Over 18 years with the organization, including 15 as Communications Manager, I have built a strong understanding of the Prince Albert community and the City as an organization. 

I now lead the City’s Corporate Services team, overseeing Information Technology, Communications, Human Resources, and Customer Service. I am passionate about bringing these areas together to make the City more responsive, efficient, and resident-focused.

At the heart of my work is a commitment to ensuring residents feel heard, supported, and confident in the services their City provides. I’m especially passionate about helping the City grow in meaningful ways, whether it’s strengthening our safety culture, supporting our journey toward Truth and Reconciliation, or building strong leaders who can guide the organization into the future.

Outside of work, life is full and busy as a mom of three active kids. Most of my spare time is spent at soccer fields, volleyball courts, lacrosse arenas, and hockey rinks, cheering them on and shuttling between games.

 

Role and Responsibilities:

The Corporate Services department supports the City of Prince Albert's vision, mission and values to foster operational success for the City, its employees and residents through the design and execution of all Human Resources, Payroll, Information technology, Labour Relations, Communications, and Occupational Health and Safety strategies and initiatives.

Through these strategies the department is responsible for workforce design and development, performance management, recruitment, training, total rewards, policies and procedures, collective bargaining, workplace health and safety as well as corporate and media communication plans.

Director of Financial Services:  Ramona Fauchoux

I’ve had the privilege of working for The City of Prince Albert for 35 years, including 33 years in Financial Services.

Over that time, I’ve worked with many dedicated teams on budgeting, financial planning, and supporting projects that help keep the City running smoothly.

I believe in collaboration, clear communication, and creating an environment where others can grow and succeed.

Supporting staff and helping others do their best work has always been one of the most rewarding parts of my role.

Outside of work, I enjoy spending time at the lake and making memories with my family.

Those moments remind me of the importance of community and the value of the work we do together.

 

Role and Responsibilities:

The Financial Services Department consists of the following areas:

Accounting and Budget 

  • Responsible for financial planning, preparing the operating and capital budgets, investing City reserve funds, processing all accounting information, cash collections, accounts receivable, and accounts payable. 

Assessment and Taxation 

  • Responsible for managing the value of properties, property taxes and levying taxes.

Purchasing and Stores 

  • Responsible for acquiring the materials, equipment and services required for City departments, for disposing of surplus materials and equipment, and for maintaining adequate inventory levels.

Water Utility Services 

  • Responsible for the above ground water utility services which includes water meters and billings. 

Fire Chief:  Kris Olsen

I have proudly served the City of Prince Albert for over 30 years, dedicating my career to public safety and community service. With decades of frontline experience and leadership within the fire department, I have developed the knowledge, skills, and commitment necessary to lead with integrity and vision.

I was appointed to Fire Chief in 2019; I am honoured to serve in this role and deeply value the trust placed on me by the City.  Throughout my career, I have had the privilege to work alongside many dedicated firefighters, both past and present, whose contributions have helped shape the department into the strong and professional service it is today.

I am committed to ensuring the health, safety, and well-being of all fire department members. Under my leadership, the department remains focused on providing high-quality compassionate service to the citizens and visitors of Prince Albert. My priorities include supporting staff, securing essential resources, and maintaining the department’s standard of excellence.

Outside of my professional life, I enjoy quality time with family and friends, outdoor activities, and embracing my role as a busy parent, often found chauffeuring kids to and from their many activities. A proud resident of Prince Albert, I appreciate all that the province and especially Prince Albert has to offer.

Role and Responsibilities:

The Prince Albert Fire Department delivers services to the City of Prince Albert through emergency response, prevention and education, while ensuring the safety of our residents and those who visit our Gateway City. The Fire Department is committed to protecting life, property, and the environment. Our members are trained, prepared and ready to respond to a wide variety of situations that may arise.

Director of Community Development:  Craig Guidinger

I have had the privilege of serving the City of Prince Albert since 2008. Throughout this time, I have been committed to supporting economic growth, fostering community safety and wellbeing, and supporting the exciting development of new and existing development projects. I am especially proud of growing the Department of Community Development to include Community Safety and Wellbeing and Asset and Data Management along with the established Planning and Development services Division. Two critical areas that are new to the Corporation and are gathering significant momentum. 

As a senior leader within the organization, I work to create meaningful opportunities for growth, while focusing on the long-term vision of the city, ensuring that it remains a vibrant place to live, work, and raise a family.

Outside of work, I enjoy spending time with my wife and three children, all of whom are actively involved in the many activities that Prince Albert has to offer. I also enjoy spending time outdoors and puttering around in my yard. When it's time to relax, I love heading to the cabin at Candle Lake for some much-needed downtime and outdoor fun.

 

Roles and Responsibilities:

The City of Prince Albert’s Department of Community Development works to enhance the overall quality of life for residents by promoting a safe, healthy, and sustainable community. The department is organized into three key divisions, each focusing on specific aspects of community growth, safety, and services. These divisions work together to meet the needs of the community, ensuring a vibrant, well-managed, and efficient city for all its residents.

Community Safety and Wellbeing (CSWB)
The Community Safety and Wellbeing Division is dedicated to creating a safer and more inclusive city through proactive programs and services. This division is responsible for Bylaw Enforcement, ensuring that city bylaws are followed to maintain public order, Transit, providing accessible and reliable public transportation options, and CSWB,  ensuring that all residents can live in an environment that promotes safety, health, and personal well-being.

Planning and Development
The Planning and Development Division plays a critical role in shaping the growth and future of Prince Albert. This division is responsible for Planning, overseeing the long-term vision of land use, zoning, and development regulations. The Building unit ensures that construction projects meet safety, quality, and compliance standards, while the Economic Development team focuses on driving business growth, fostering a dynamic local economy, and supporting the attraction of investment to the city.

Asset and Data Management
The Asset and Data Management Division ensures that the City of Prince Albert’s physical infrastructure and technological assets are well-maintained and effectively utilized. This division is responsible for the management of the city’s Assets, while also overseeing an effective Data Management and Geographic Information Systems (GIS), ensuring the city’s data is efficiently collected, analyzed, and used to inform decision-making. 

Together, these divisions work toward building a well-organized, thriving, and sustainable city, providing residents with the services and support they need to live, work, and thrive in Prince Albert.

Director of Public Works:  Jeff da Silva 

I am proud to have grown up in the City of Prince Albert where I now serve as Director of Public Works. My roots in the community and over a decade of commitment to public service have shaped my approach to leadership—one that prioritizes accountability, efficiency, and delivering real value to our citizens.

With a diverse background in municipal engineering, I bring a technical and strategic perspective to municipal operations. Over the years, I’ve had the privilege of overseeing all operational divisions within Public Works, including roadways, transportation, water and sewer, water treatment, sanitation, airport and infrastructure maintenance. This experience has reinforced my belief in the importance of reliable, high-quality services that meet the evolving needs of our residents.

As Prince Albert continues to grow through investment, I remain focused on ensuring our department contributes meaningfully to that progress.

Outside of work, I enjoy spending time with family and taking advantage of everything the City offers, including the natural beauty that surrounds our city. It is a privilege to serve Prince Albert and to help shape the future of the community where I grew up.

 

Roles and Responsibilities:

The Public Works department is a multi-facetted department overseeing 9 different divisions providing all of the critical services that the residents of the City require for access to move about and enjoy a safe environment.

Airport 

  • The Prince Albert Airport (Glass Field) is operated by this division to maintain the airside runway, taxiways, aprons, groundside parking lots and airport terminal.

Engineering

  • Oversees design, drafting, surveying and capital construction of all new facilities, including plant upgrades, underground utilities, roadways, sidewalks and pathways. This division also reviews all private development to ensure compliance with City Design and Development Standards.

 Fleet 

  • Our fleet division is responsible for the purchase, operation and maintenance of all City equipment and vehicles including those used by Community Services, Fire and Police.

Roadways 

  • This division is responsible for all aspects of operation and maintenance of our 280 km of roadways and sidewalks. This includes asphalt and concrete repairs, street sweeping and snow clearing.

Sanitation 

  • The Prince Albert Regional Landfill is operated and maintained by our sanitation division. This includes the City's garbage and recycle collection program.

Traffic and Transportation 

  • This division operates and maintains all traffic lights, road signage, line painting and crosswalks throughout the City. It also oversees the operation of the City's Transit system.

Water Treatment Plant 

  • The Prince Albert Water Treatment Plant supplies up to 33 million litres of clean safe drinking water per day to over 45,000 residents within the City of Prince Albert and Rural Municipalities of Prince Albert and Buckland.

Water and Sewer 

  • This division operates and maintains 522 km of water, sewer and storm mains that run throughout the City providing clean water, sewage disposal and flood protection.

Waste Water Treatment Plant 

  • The Prince Albert Waste Water Treatment Plant is responsible for the treatment of waste water and sewage. The WWTP treats up to 44.4 million litres of waste water per day.
