Meet your Mayor and Council

Council is elected every four years and consists of a Mayor and eight Councillors that represent each ward of the City.

Bill Powalinsky is a devoted husband to Charlotte and a proud father of three adult children. He attended St. Joseph's boarding school and University of Saskatchewan, where he earned a Bachelor of Arts and Stephen Gradish Award.
His career spans 24 years in federal employment and community development, nine years as CEO of Community Service Centre, working in labour relations, and spearheading the Youth Futures project in Prince Albert.
Deeply committed to community service, Bill has held leadership roles with organizations such as the S.H.A.R.E. organization, the Canadian Mental Health Association, the PA Association for Community Living, Riverbank Development, the Prince Albert and Area Community Foundation, and the Prince Albert Chamber of Commerce. His lifelong advocacy, shaped by growing up alongside his twin sister with a profound intellectual disability, has earned him numerous awards, including the Queen's Platinum Jubilee Medal.
Now, he is proud to serve as your Mayor, dedicated to working alongside the community to build a stronger, more vibrant Prince Albert.

Daniel Brown

Since being elected to represent Ward 1, the first nine months have been a significant learning experience for Councillor Daniel Brown. He has approached his role with dedication, consistently voting on issues that impact not only Ward 1 but the broader Prince Albert community.

Councillor Browns’ commitment to public service is longstanding. Supported by his wife and children, he ran for Ward 1 in two previous elections before being elected, demonstrating persistence and a deep desire to serve. On August 21, 2025, he will retire from the Saskatchewan Penitentiary after 25 years of service, allowing him to dedicate even more time to his constituents.

The Brown's family has deep roots in Prince Albert, beginning with Daniel’s grandfather George and continuing through his parents, Merv and Anna Lou. Their legacy of community involvement—volunteering at the former Parkland Community Hall and supporting school and local events—has inspired Daniel to carry on their tradition of service.

I look forward to meeting and speaking with everyone to address concerns and ideas.

Bryce Laewetz 

Bryce Laewetz is the Councillor for Ward 4, where he proudly lives and represents his residents.

 

Alongside his role as a City Councillor, Bryce works in civil construction as an experienced project manager, safety consultant and advisor. His career in construction spans both past and present, with extensive experience in civil earthworks  from large-scale projects in Saskatchewan’s northern uranium mines to key infrastructure developments close to home.

 

Bryce’s background also includes work in law enforcement, giving him valuable insight into safety and public service. He believes in clear processes, careful planning and collaboration, values that shape both his professional work and his approach to municipal leadership.

Stephen Ring

Stephen Ring is honored to represent Ward 5 as its new City Councillor. A resident of Ward 5 for over 50 years, he has deep connections to the community where he has lived and raised his family

With over 30 years of experience in real estate appraisals and consulting services as a part-owner and operator of Ring Appraisals Ltd, Stephen brings expertise in strategic planning, budgeting, real estate appraisals and consulting, and property development.

As an active volunteer, Stephen has been a long-standing volunteer with Prince Albert Raiders and still volunteers with the team.  Was in the past a volunteer with the Prince Albert Skating Club and Prince Albert Mens Golf Club.  His contributions span a wide range of prestigious events, including Golf Saskatchewan events and Skate Canada and Skate Saskatchewan events.

Stephen takes great pride in Prince Albert’s world-class hosting capacity and throughout his lifetime of volunteering has worked alongside thousands of staff, contractors, suppliers, and dedicated volunteers who also share a deep pride in the city.

Blake Edwards

Blake Edwards has served as the City Councillor for Ward 6 in Prince Albert since 2016. Alongside his wife Chantal, he has raised their children in the city, actively participating in community life through coaching boxing and supporting youth sports and activities. This deep involvement has fostered a strong connection between the Edwards family and the people of Prince Albert.

Throughout his tenure, Councillor Edwards has prioritized community engagement, hosting numerous meetings to ensure residents’ voices are heard. One notable outcome of these efforts was the formation of the Ward 6 Neighbourhood Watch group, which has played a significant role in enhancing local safety.

Edwards maintains close relationships with both residents and business owners, regularly engaging in dialogue to understand their concerns and ideas. These insights consistently inform his decision-making on matters affecting the city.

With a professional background in Community and Custodial Corrections, Edwards brings a unique perspective to addressing complex issues such as crime and homelessness. His collaborative work with Provincial, Federal, and Indigenous leaders, as well as the City Police, reflects his commitment to developing practical, long-term solutions for a safer and more supportive community.

Blake Edwards continues to serve Prince Albert with dedication and integrity, striving to make the city a better place to live, work, and raise a family.

Dawn Kilmer

Dawn Kilmer is a retired principal and teacher from Carlton Comprehensive High School who brings a lifelong commitment to education, service, and community building to her role as City Counillor. She advocates for all residents of Prince Albert, with a strong focus on crime reduction, social wellbeing, and community safety.

She builds strong relationships with all levels of government and nonprofit organizations, championing collaborative solutions to the City's most pressing issues. Her work helps improve services and creates opportunities for residents to come together to support one another.

Proud of Prince Albert's rich past, Councillor Kilmer is focused on building a strong vibrant future for generations to come. Her forward-thinking approach emphasizes thoughtful planning, inclusive decision-making, and long-term sustainability.

When she's not working on Council matters, she is actively involved in the community and can often be found volunteering at local events.
