Development Permits
A development permit is required for construction of a new building, an addition to an existing building or change of use of a building or site. Your application for a development permit must follow the requirements of the Zoning Bylaw. To view the Zoning Bylaws, visit the Bylaws page and select "Zoning" under category.
Types of permits and fees
Depending on the zone and the type of use your project falls under, you will require one of the following permits:

Applying for a permit
Your development permit application may require a site plan showing setbacks, parking, landscaping, site drainage, lot coverage, building height, etc. You may need to meet with us to discuss the project depending on what is proposed and how complex. See our Development Permits brochure for complete details.
If you are not the owner of the property, you will need to complete the Owner's Authorization Form.
Your application can be submitted in person at the Community Development Department, 3rd Floor, City Hall, or by email at solutions@citypa.com. Your permit will not be issued until payment has been received.
Other requirements
Once approved, you may require one or more of the following:
- Building permit and/or inspection
- Business licence
- Fire inspection
- Public health inspection
Appealing a decision
If you do not agree with the decision made by City Council or the Development Officer for your application, an appeal can be made to our Development Appeals Board.
