Any land owner who would like to subdivide or consolidate land into lots or parcels must follow the requirements in the Subdivision Bylaw.
Subdivision or consolidation of land
Applying
You must complete a subdivision application and include the following:
- A proposed plan of subdivision (proposed plan of survey or descriptive plan)
- Legal description and civic address of the property
- The reason for applying
If you are not the owner of the property, you will need to complete the Owner's Authorization Form.
Your application can be submitted in person at Planning and Development Services, 3rd Floor, City Hall, or by email at pds@citypa.com. Your permit will not be issued until payment has been received.
Fees
- Application fee is $100
- For each lot or parcel created is $100 per lot
Application review
We will review the application to ensure it meets the requirements of the Subdivision of Land Bylaw and other bylaws that may apply.
An individual lot
If your application is for the division of an individual lot, the City Manager will need to approve.
An individual lot into two or more lots
If your application is for the division of an individual lot into two or more lots, City Council will need to approve.
If your application is approved, you will be responsible for registering the plan with Information Services Corporation.
Walkway closure
You may live adjacent to a walkway where issues such as vandalism or other criminal activity occurs. If you live next to a walkway and would like to have it closed, you must complete a walkway closure application and include the following:
- Reasons for the closure
- Letters of support from neighbours
- $500 application fee plus advertising
If you are not the owner of the property, you will need to complete the Owner's Authorization Form.

Application review
We will review the application to ensure it meets the requirements of the Zoning Bylaw, Subdivision Bylaw and other bylaws that may apply.
Once we have reviewed your application, it will be forwarded to City Council and public notice will be provided. Once public notice has been given, your application will require City Council's approval. If your request is approved, all costs associated with the closure will be the owner's responsibility.
