The Local Government Election Act provides that unless City Council, at least 90 days prior to a general election, by-election or vote, appoints another person as Returning Officer, that the Returning Officer for those Civic Elections shall be the City Clerk. In that regard, the City Clerk & Director of Legislative Services assumes responsibility for the Civic and School Board Elections within the City of Prince Albert. In addition, with the amalgamation of school divisions, that responsibility includes the full Saskatchewan Rivers School Division, as well as the complete Prince Albert Roman Catholic Separate School Division, both having boundaries extending well beyond the City limits. This responsibility includes Municipal and School Division Elections, as well as By-Elections and votes on Bylaws and Questions.

As a matter of interest, there has been at least one (1) Election, By-Election or a Vote on a Question in twenty-one (21) of the last twenty-five (25) years, including 2003.
