What is a Development Plan?
A Development Plan is a framework that contains goals, objectives and policies for development. Council uses this framework to manage land use, subdivision, municipal services, and public utilities.
Without a Development Plan a municipality has little control over development or related servicing demands and is unable to enforce the separation of incompatible land uses (e.g. residences and industrial operations).
In addition to supplying technical information for administration, the Economic Development and Planning Department would like this Plan to be a community document that will provide information to the general public as well.

The Process
The Economic Development and Planning Department is in the process of updating The City of Prince Albert Policy Plan, 1987 (Development Plan). It has been more than 20 years since the Plan was approved and it is essential that it be updated in light of several demographic and development changes.
A Development Plan is described under Section 51 of The Planning and Development Act, 1983 and will flow from and be consistent with the City of Prince Albert Strategic Plan. Updating the Plan also involves integrating all of the most recent plans developed since 1987 such as The Downtown Strategic Plan (2004), the Community Action Plan on Homelessness and Housing (2004), the West Hill Master Plan (1999), the Highway Commercial Land Use Study (2001) and the River Park Master Plan (2005).

The Advisory Committee
Set up in 2005, the Advisory Committee was created to steer the creation of the plan by providing input and reporting important information back to the Economic Development and Planning Department.
Reviewing the 1987 Policy Plan

Public Consultations
An integral part of creating Plan Prince Albert was consultations with the public including residents and stakeholder groups. In order to determine how to move forward and plan this City for the future, the priorities of Prince Albert residents needed to be gathered.
Under the direction of the Advisory Committee, the City of Prince Albert created a profile document which is a public participation tool that assisted the general public in becoming involved in the development of the final Plan Prince Albert. Profile Document (PDF)
The profile documnet provided an introduction to the city planning process, outlined many important issues and provided an open-ended survey form around which respondents could frame their ideas to provide input into the Plan. Stakeholder groups as well as the general public were invited to review the profile document and complete the survey.
