Substance use and abuse is a debilitating problem that is robbing our youth and our society of the capacity to utilize their strengths as well as the ability to create a bright future - to create hope in the next generation's capacity to move boldly and confidently into the future. It eats away at the very fabric of our society - our children, youth and their families.
The goals of the Addictions and Substance Abuse pillar of the Social Development Division are:
- Nurture the Four Worlds of Childhood:
- Home,
- School,
- Peer Group, and
- Community
- Ensure Belonging, Mastery, Independence, Generosity
- Create awareness of the causes and results of substance abuse in the community,
- Through working with an assest-building framework with youth and service providers, reduce substance abuse in the community, and
- Nurture understanding of substance abuse as a complex issue linked to physical health, mental health, family and peer experiences, genetic predispositions and personal choices and coping patterns.
The core actions for 2010 include:
- Map needle exchange pickups for the 660,000 needles distributed through the Needle Exchange Program,
- Collaborate with the Health Region to get the Social Detox Unit to use HIFIS as their system for data collection, monitoring and case management,
- Work with Addictions Services to develop an addictions questionnaire to be added to HIFIS,
- Participate in the HIV/AIDS Committee of the Health Region,
- Manage the HIV/AIDS and Homelessness Horizontal Project with Human Resources and Skills Development Canada (HRSDC)
- Hire a housing coordinator who will be housed in one of the community-based organizations in the community
- Work with Prince Albert Grand Council as they hire two individuals to work in this program
- Chair the committee that is responsible for the project, and develop the necessary infrastructure by working collaboratively with the partners. We have already developed a committee structure to run the project.
- Prepare the quarterly reports for the Public Health Agency of Canada and HRSDC as well as contract with the four external evaluators:
- University of Regina (housing)
- Ontario HIV Treatment Network (HIV?Aids)
- International Centre of Excellence for HIV/AIDS Research in Vancouver (AIDS)
- Human Early Learning Partnership at the University of British Columbia (cost benefit analysis)
- Develop the analysis of the quantitative data from HIFIS and the Reflection Log which will provide the basis of the qualitative data analysis,
- Work with Elders to develop the Talking Circles within the community, and
- Develop a series of fact sheets to facilitate knowledge exchange in this area.
